Achieving climate goals in cities requires faster, systemic action beyond project-led approaches. The 5-UP Framework addresses implementation gaps through: UPDATING needs, UPSKILLING actors, UPGRADING pilots, embedding UPSCALING, and UPTAKING mechanisms. This session will share experiences from two cities applying the 5-UPs and reflect on upscaling’s role in shifting from pilots to systemic climate action.
