This manifesto has been developed on the basis of three ambitions and nine commitments, and invites local authorities to adopt sustainable digital technology as a common model for their digital strategies. It does not determine quantitative objectives to be imposed on regions, but rather identifies key milestones along an inspiring trajectory that remains respectful of regional specificities. It calls for a broad consideration of sustainable digital technology by revisiting existing structural plans and creating indicators and methods to be shared by local authorities and the State in order to connect local action with national strategies while they are in the process of being defined. This approach places major French cities at the heart of the search for responsible and sustainable digital projects!

For the unprepared city, an extreme event can bring daily life to a halt, put lives in danger and take a heavy toll on local economies. As climate change produces more frequent and more severe weather events, cities must learn how to adapt, and the COVID-19 pandemic has shown us how unprepared many cities were for a major health emergency. How can we leverage the latest technologies and methods to ensure that before, during, and after a disaster strikes, our cities continue serving residents?
