Biography

Economist and geographer. Local economic development professional since 1994, first as a private consultant for public administrations in Spain and Latin America. From 2005 he worked at the Provincial Council of Barcelona where became Head of the Technical Office of Strategies for Economic Development (2012 -2016). He is currently the General Coordinator of the Metropolitan Strategic Plan of Barcelona, from where the Metropolitan Commitment 2030 has been promoted. This is the sixth strategic plan for Barcelona since 1990, with a scope of the entire metropolitan region.

Housing markets do not stop at municipal boundaries, but governance often does. As affordability pressures are increasingly shaped by dynamics that extend beyond city limits, it becomes essential to coordinate planning, land strategies, and housing targets across jurisdictions. When land use decisions, planning priorities, and fiscal incentives are not aligned, delivering affordable housing where it is most needed becomes more difficult. The discussion will focus on regional planning tools, shared housing targets, and coordinated land strategies as ways to align local interests with broader metropolitan housing goals, while opening a reflection on the role of inter-municipal cooperation.
