Michelle Perino is Co-CEO of PHID, a Latin American policy hub turning evidence into inclusive public infrastructure. She leads SIPCI, Brazil's first anticipatory Digital Public Infrastructure, using identity, payment, and climate-alert systems to protect 12 million elderly citizens before disasters strike, cutting emergency costs.
