Biography

Tanguy Desrousseaux is Director of the Housing, Cities and Regions Department in the EIB’s Projects Directorate since October 2024. Prior to this, he has been working on Lending Operations at the EIB for 16 years, initially in the private sector to finance aerospace and automotive industrial corporates then in various public sectors to finance local authorities and public sector entities active in mobility, affordable housing, education and healthcare. In terms of geographies, Tanguy has been coordinating EIB’s activities in the Benelux, France, Ireland and the UK before Brexit.

Delivering affordable housing at scale requires more than political commitment. It demands financing models that can mobilise public and private capital at sufficient volume, distribute risk appropriately, and keep homes affordable over time. As public budgets alone are often insufficient, the session will focus on how cities, development banks and investment institutions can combine funds, guarantees, and public-private partnerships to make projects viable, manage risk, and ensure that investment supports long-term affordability rather than short-term market dynamics.
