Biography

Juha Kaakinen is an experienced and passionate developer of innovative housing solutions for homeless people and affordable social housing. Before retiring in 2022 he was for nine years the CEO of Y-Foundation. He has also worked as a programme leader of the national programme to end long-term homelessness, and as a researcher and a consultant. Since 2023 he worked for three years as a Professor of Practice in the Faculty of Social Sciences, University of Tampere. In 2025 The President of Finland granted him the honorary title of Professor.

Some cities and countries have managed to build and sustain public housing systems that provide stable, affordable, and quality homes for significant shares of their populations. Their experience points to the importance of sustained political commitment, strong public institutions, long-term financing structures, clear allocation models, and housing management systems that keep homes affordable and well-maintained over time. This conversation will move from project delivery to system-building, looking at how cities can strengthen public housing through different models of delivery, stewardship, and cooperation between public authorities, housing providers, and social actors.
