Cities are vulnerable to natural and human-caused disasters. Hence, they need to be ready to respond effectively and ensure that a comprehensive, all-hazard emergency plan is set to address threats specific to their unique circumstances. Yet transitioning from day-to-day duties to emergency operations requires a clear definition of roles and responsibilities. How can cities better prepare to cope with emergencies and boost resilience?
