Under the support of Hebei provincial government, Hebei Digital Education Collaborative Innovation Center promoted the modernization of education by collecting grass-roots teaching and learning micro-information, making education assessments based on big-data analysis and providing targeted help.

I. Current situation of Education in Hebei Province
Hebei province has a population of 74.95 million, 9.62 million of which are of school age. Due to severely uneven distribution of educational resources between urban and rural areas, there exists a yawning gap in the educational attainment. In the National College Entrance Examination of 2014, 86.6% of the students from Hengshui High School got scores higher than the lowest qualifying score for top-tier universities while in Chengde region, only 12.89% achieved that success.

II. Solutions In December 2013, with support from Hebei provincial government, Hebei Normal University led the efforts to set up Hebei Digital Education Collaborative Innovation Center. Based on local realities, the Center has designed E•Class, E•Marking, E•Vke, E•DistanceEdu, E•Comm and E•DataMining. By adopting the technology of optical lattice, the Center has realized the informationization of digital education just by writing on the ordinary paper.
In partnership with Hengshui High School, the Center has developed high-quality digital education resources and popularized them in the less-developed regions. In the in-post teaching practice initiated by Hebei Normal University, the college students went to high schools at or below the county level, where they participated directly in the teaching and management and used digital education resources to help local schools improve their education.
The Center developed E•Distance learning platform, which offers live lectures to the students in practice to improve their professional competence and also promotes the inter-school communication of the teaching experiences. By means of E•Class and E•Marking, the Center has collected and sampled teaching data from grass-roots schools, and then uploaded them live to the data center. By means of E•Analysis software, the Center has provided individualized teaching designs and constructed smart education platform.

III. The strength and effects of the implementation Hebei Normal University has carried out in-post teaching practices for 19 times, with teaching hours adding up to 6.5 million. More than 3,100 rural schools and 3.8 million rural students have benefited. The project has twice won the National Teaching Achievement Award by the Ministry of Education. By interdisciplinary collaboration, the Center has constructed smart education cloud platform, developed grounded digital education products and provided individualized teaching services.

RESULTS

In 2015, the middle testing of E•School software is being on in 24 schools, with 5,765 teachers involved and 115,348 students involved. Since 2006, more than 3,100 rural schools have got involved in the in-post teaching practice and more than 3.8 million students have benefited.

FEASIBILITY

Since the initial testing has been successfully completed in 8 schools, the Center has got the approval from the Hebei provincial government to implement middle testing in 24 schools and will promote the extended application throughout the province.
